Kerr County, Texas<\/strong> \u2014 As floodwaters surged through the Texas Hill Country<\/strong> during the extended Fourth of July<\/strong> weekend, state and local officials<\/strong> have voiced serious concerns about federal weather forecasting<\/strong>, citing missed rainfall projections and questioning the adequacy of National Weather Service (NWS)<\/strong> warnings amid staffing shortfalls and budget cuts.<\/p>\n <\/p>\n Texas Department of Emergency Management (TDEM) Chief Nim Kidd<\/strong> said Friday that NWS forecasts originally predicted between 4 and 8 inches of rain<\/strong>, but \u201cthe amount of rain that fell in this specific location was never in any of those forecasts<\/strong>.\u201d Kidd emphasized that the entire media and public had received the same forecast<\/strong> but insisted it did not reflect the catastrophic rainfall<\/strong> that followed.<\/p>\n <\/p>\n In reality, rainfall exceeded 10 inches (25.4 cm)<\/strong> just west of Kerrville<\/strong>, with some localized totals reaching over 18 inches (45.7 cm)<\/strong>, according to LCRA data<\/strong>. That downpour transformed the Guadalupe River<\/strong>, which measured just under 1 foot (0.3 meters)<\/strong> late Thursday, into a raging torrent over 30 feet (9.1 meters)<\/strong> by early Friday morning\u2014a rise of 29 feet in under two hours<\/strong>, based on USGS data<\/strong>.<\/p>\n On Friday, Lt. Gov. Dan Patrick<\/strong>, acting in place of Governor Trump during his campaign travel, said TDEM Assistant Chief Jay Hall<\/strong> personally warned judges and mayors<\/strong> in the flood zone of the developing risk. However, KXAN<\/strong> has requested records of those communications<\/strong> to confirm their content and urgency.<\/p>\n While NWS did issue a flash flood warning at 1:14 a.m. Friday<\/strong>, it took more than four hours for any county or city authority<\/strong> to post evacuation notices on social media. Kerrville Mayor Joe Herring, Jr.<\/strong> defended the city’s response as \u201cadmirable<\/strong>,\u201d but details about the public alert process remain unclear.<\/strong><\/p>\n Kerr County Judge Rob Kelly<\/strong> claimed officials \u201cdidn\u2019t know this flood was coming<\/strong>,\u201d despite the region\u2019s history of rapid-onset flash floods<\/strong>. \u201cWe had no reason to believe this was going to be anything like what has happened here, none whatsoever<\/strong>,\u201d Kelly said Friday. His retirement was part of a broader set of budget-related buyouts<\/strong> promoted during President Trump’s second term<\/strong>, which targeted federal workforce reductions<\/strong>.<\/p>\n According to the National Weather Service Employees Organization<\/strong>, NWS is currently trying to fill at least 126 roles nationwide<\/strong>, attempting to deploy temporary duty assignments<\/strong> and reassignments<\/strong> to meet the most urgent operational needs<\/strong>.<\/p>\n Despite the local office’s reduced staff, NWSEO legislative director Tom Fahy<\/strong> told KXAN<\/strong> the Kerr County flood was \u201ca flash precipitation event<\/strong>\u201d and said \u201cadequate staffing and resources\u201d<\/strong> were in place to handle it. \u201cThey issued timely forecasts and warnings leading up to the storm, including flood watches the day before,<\/strong>\u201d Fahy stated.<\/p>\n The controversy over forecast accuracy<\/strong> and response speed<\/strong> comes as President Trump<\/strong> posted Friday on Truth Social<\/strong> that he is \u201cworking with State and Local Officials on the ground in Texas in response to the tragic flooding<\/strong>.\u201d His administration dispatched U.S. Homeland Security Secretary Kristi Noem<\/strong> to Kerrville<\/strong> on Saturday.<\/p>\n Noem<\/strong> described the rainfall as \u201cunprecedented<\/strong>\u201d and emphasized Trump\u2019s intention to modernize NOAA\u2019s aging forecasting infrastructure<\/strong>, noting: \u201cI do carry your concerns back to the federal government and back to President Trump.<\/strong>\u201d<\/p>\n Central Texas<\/strong>, often referred to as \u201cflash flood alley<\/strong>,\u201d has a long and deadly history with extreme rainfall events<\/strong>, due to the region\u2019s topography and soil saturation patterns. In 1987<\/strong>, 10 children were killed<\/strong> when a church camp bus was swept away by a flood on the Guadalupe River<\/strong>. In 1998<\/strong>, nearly 30 inches (76.2 cm)<\/strong> of rain fell near San Marcos<\/strong>, destroying homes from Canyon Lake to Seguin<\/strong>.
