That downpour transformed the <strong>Guadalupe River<\/strong>, which measured just under <strong>1 foot (0.3 meters)<\/strong> late Thursday, into a <strong>raging torrent over 30 feet (9.1 meters)<\/strong> by early Friday morning\u2014<strong>a rise of 29 feet in under two hours<\/strong>, based on <strong>USGS data<\/strong>.<\/p>\n<h3><\/h3>\n<h3><strong>Local leaders question urgency and timing of evacuation notices<\/strong><\/h3>\n<p>On Friday, <strong>Lt. Gov. Dan Patrick<\/strong>, acting in place of Governor Trump during his campaign travel, said <strong>TDEM Assistant Chief Jay Hall<\/strong> personally warned <strong>judges and mayors<\/strong> in the flood zone of the developing risk. However, <strong>KXAN<\/strong> has requested <strong>records of those communications<\/strong> to confirm their content and urgency.<\/p>\n<p>While <strong>NWS did issue a flash flood warning at 1:14 a.m. Friday<\/strong>, it took more than <strong>four hours for any county or city authority<\/strong> to post evacuation notices on social media. <strong>Kerrville Mayor Joe Herring, Jr.<\/strong> defended the city&#8217;s response as \u201c<strong>admirable<\/strong>,\u201d but <strong>details about the public alert process remain unclear.<\/strong><\/p>\n<p><strong>Kerr County Judge Rob Kelly<\/strong> claimed officials \u201c<strong>didn\u2019t know this flood was coming<\/strong>,\u201d despite the region\u2019s history of <strong>rapid-onset flash floods<\/strong>. \u201c<strong>We had no reason to believe this was going to be anything like what has happened here, none whatsoever<\/strong>,\u201d Kelly said Friday. <strong>Kerrville City Manager Dalton Rice<\/strong> added that the <strong>actual rainfall far exceeded expectations<\/strong>, stating: \u201c<strong>This rain event sat on top of that and dumped more rain than what was forecasted.<\/strong>\u201d<\/p>\n<h3><\/h3>\n<h3><strong>Federal staffing shortages and forecasting capability under scrutiny<\/strong><\/h3>\n<p>The <strong>National Weather Service office serving Austin and San Antonio<\/strong> is now under increased scrutiny. As of late April, the office reported a <strong>23% vacancy rate<\/strong>, including <strong>five unfilled positions<\/strong>, such as <strong>two meteorologists<\/strong> and its <strong>warning coordination meteorologist (WCM)<\/strong> \u2014 a key role left vacant after <strong>Paul Yura\u2019s early retirement<\/strong> in April.<\/p>\n<p>Yura, who spent <strong>over three decades<\/strong> at the NWS, including many years in <strong>Central Texas<\/strong>, played a critical role in <strong>disseminating warnings<\/strong>, training storm spotters, and coordinating with local media. His retirement was part of a broader set of <strong>budget-related buyouts<\/strong> promoted during <strong>President Trump&#8217;s second term<\/strong>, which targeted <strong>federal workforce reductions<\/strong>.<\/p>\n<p>According to the <strong>National Weather Service Employees Organization<\/strong>, <strong>NWS is currently trying to fill at least 126 roles nationwide<\/strong>, attempting to deploy <strong>temporary duty assignments<\/strong> and <strong>reassignments<\/strong> to meet the <strong>most urgent operational needs<\/strong>.<\/p>\n<p>Despite the local office&#8217;s reduced staff, <strong>NWSEO legislative director Tom Fahy<\/strong> told <strong>KXAN<\/strong> the Kerr County flood was \u201c<strong>a flash precipitation event<\/strong>\u201d and said <strong>\u201cadequate staffing and resources\u201d<\/strong> were in place to handle it. \u201c<strong>They issued timely forecasts and warnings leading up to the storm, including flood watches the day before,<\/strong>\u201d Fahy stated.<\/p>\n<h3><\/h3>\n<h3><strong>Political fallout and federal attention intensify<\/strong><\/h3>\n<p>The controversy over <strong>forecast accuracy<\/strong> and <strong>response speed<\/strong> comes as <strong>President Trump<\/strong> posted Friday on <strong>Truth Social<\/strong> that he is \u201c<strong>working with State and Local Officials on the ground in Texas in response to the tragic flooding<\/strong>.\u201d His administration dispatched <strong>U.S. Homeland Security Secretary Kristi Noem<\/strong> to <strong>Kerrville<\/strong> on Saturday.<\/p>\n<p><strong>Noem<\/strong> described the rainfall as \u201c<strong>unprecedented<\/strong>\u201d and emphasized <strong>Trump\u2019s intention to modernize NOAA\u2019s aging forecasting infrastructure<\/strong>, noting: \u201c<strong>I do carry your concerns back to the federal government and back to President Trump.<\/strong>\u201d<\/p>\n<h3><\/h3>\n<h3><strong>Deadly history of flooding in Central Texas<\/strong><\/h3>\n<p><strong>Central Texas<\/strong>, often referred to as \u201c<strong>flash flood alley<\/strong>,\u201d has a long and deadly history with <strong>extreme rainfall events<\/strong>, due to the region\u2019s topography and soil saturation patterns. In <strong>1987<\/strong>, <strong>10 children were killed<\/strong> when a church camp bus was swept away by a flood on the <strong>Guadalupe River<\/strong>. In <strong>1998<\/strong>, nearly <strong>30 inches (76.2 cm)<\/strong> of rain fell near <strong>San Marcos<\/strong>, destroying homes from <strong>Canyon Lake to Seguin<\/strong>.
