The timing severely limited how many people received <strong>emergency alerts<\/strong> and were able to move to <strong>higher ground<\/strong>.<\/p>\n<p>The <strong>National Weather Service (NWS)<\/strong> issued multiple warnings about <strong>potentially life-threatening flooding<\/strong>, starting hours in advance. And has <strong>alert fatigue<\/strong> taken hold in a region considered one of the <strong>most flood-prone areas<\/strong> in the entire country?<\/p>\n<h3><\/h3>\n<h3><strong>National Weather Service defends its warnings<\/strong><\/h3>\n<p>The <strong>NWS<\/strong> began issuing alerts as early as <strong>Thursday morning<\/strong>, July 3, warning of <strong>dangerous flood potential<\/strong> in <strong>Kerr County<\/strong>. A <strong>flood watch<\/strong> was issued at <strong>1:18 p.m. CT<\/strong>, including <strong>Kerrville<\/strong> among the areas at risk. However, officials have pointed out that <strong>forecast rainfall totals<\/strong> underestimated the event: predictions ranged between <strong>5 to 7 inches<\/strong> (127\u2013177 mm), but parts of <strong>Central Texas<\/strong> received over <strong>15 inches<\/strong> (381 mm).<\/p>\n<p>The most critical warning\u2014highlighting <strong>potentially deadly flash flooding<\/strong>\u2014came at <strong>1:14 a.m.<\/strong> on July 4, activating the <strong>Emergency Alert System (EAS)<\/strong>. Cell phones in the affected areas should have received the alarm, assuming <strong>signal coverage<\/strong> and that users hadn&#8217;t <strong>disabled weather alerts<\/strong>.<\/p>\n<p>Around <strong>5:00 a.m.<\/strong>, the <strong>Guadalupe River<\/strong> breached its banks, <strong>sweeping away homes, cabins, RVs, and cars<\/strong>. The <strong>20-foot (6-meter) flood surge<\/strong> took just over <strong>90 minutes<\/strong> to push downstream\u2014marking the <strong>second-highest crest<\/strong> ever recorded in the river\u2019s history.<\/p>\n<h3><\/h3>\n<h3><strong>Missing staff and limited tools<\/strong><\/h3>\n<p>The <strong>NWS offices in Austin-San Antonio and San Angelo<\/strong>, the most involved in issuing warnings, are both <strong>operating without key staff<\/strong>\u2014including a <strong>warning coordination meteorologist<\/strong> in Austin-San Antonio, a crucial liaison between forecasters and emergency managers.<\/p>\n<p><strong>Tom Fahy<\/strong>, legislative director of the <strong>NWS employee union<\/strong>, said the office still had \u201cadequate staffing and resources,\u201d but acknowledged the absence of this critical role. According to a NOAA official, these vacancies stem from <strong>early retirement incentives<\/strong> enacted under the <strong>Trump administration<\/strong> to reduce the size of the federal workforce.<\/p>\n<p>Beyond Texas, several <strong>NWS offices nationwide<\/strong> are <strong>struggling with even worse staffing shortages<\/strong>, with some no longer <strong>operating 24\/7<\/strong>. In many locations, the <strong>routine launch of weather balloons<\/strong>\u2014a vital tool for tracking storms\u2014has been suspended due to lack of personnel.<\/p>\n<p>Still, a NOAA official stood by the agency\u2019s response, pointing out that the catastrophe stemmed from an <strong>unprecedented amount of rainfall in a very short timeframe<\/strong>, during the <strong>least opportune time<\/strong> to reach residents: the <strong>overnight hours<\/strong>.<\/p>\n<p>In <strong>Texas Hill Country<\/strong>, where <strong>summer thunderstorms<\/strong> frequently trigger flash floods, the public has grown weary of constant alerts\u2014a phenomenon meteorologists call <strong>alert fatigue<\/strong>.<\/p>\n<h3><\/h3>\n<h3><strong>Outdated forecasting tech faces political headwinds<\/strong><\/h3>\n<p>The tragedy has exposed <strong>gaps in current forecasting technology<\/strong>. Meteorologists still cannot reliably predict when a cluster of <strong>slow-moving thunderstorms<\/strong> will stall over one location, producing <strong>catastrophic rainfall totals<\/strong>.<\/p>\n<p>Ironically, as the need for improved tools grows, the <strong>2026 federal budget<\/strong> proposed by <strong>President Donald Trump\u2019s administration<\/strong> would <strong>eliminate NOAA\u2019s entire research division<\/strong>, including all <strong>federally funded climate and weather laboratories<\/strong> and <strong>university-partnered institutes<\/strong>.<\/p>\n<p>Among the labs slated for closure is the <strong>National Severe Storms Laboratory<\/strong> in <strong>Norman, Oklahoma<\/strong>, which is actively working to improve <strong>flash flood forecasting models<\/strong>.<\/p>\n<p>These cuts would stall the development of <strong>next-generation forecasting tools<\/strong>, <strong>computer models<\/strong>, and <strong>early warning systems<\/strong>, just as <strong>climate change<\/strong> is producing more <strong>frequent and intense rainfall<\/strong> across the United States.<\/p>\n<h3><\/h3>\n<h3><strong>Officials defend their response<\/strong><\/h3>\n<p><strong>NOAA spokesperson Kim Doster<\/strong> told CNN that the <strong>National Weather Service<\/strong> provided <strong>sufficient advance notice<\/strong>, noting that the <strong>Austin\/San Antonio office<\/strong> began briefing emergency managers on <strong>the morning of July 3<\/strong> and issued a <strong>flood watch that afternoon<\/strong>.<\/p>\n<p>Flash flood warnings were issued during the <strong>evening of July 3<\/strong> and into the <strong>early hours of July 4<\/strong>, offering a lead time of <strong>more than three hours<\/strong> before floodwaters overtook the area.<\/p>\n<p>At a Saturday press conference, <strong>Texas Governor Greg Abbott<\/strong> praised both <strong>federal and local officials<\/strong>, describing the <strong>response as swift<\/strong> in the face of a <strong>once-in-a-century event<\/strong>.<\/p>\n<p>\u201cKerr County Judge Rob Kelly\u201d said there was <strong>no indication<\/strong> that the storm would escalate to such deadly levels: \u201cWe have floods all the time,\u201d he stated Friday. \u201cBut we had no reason to believe it would be anything like this. None whatsoever.\u201d<\/p>\n<p>The <strong>Kerrville city manager<\/strong> echoed the sentiment, saying the event unfolded so fast that <strong>they couldn&#8217;t anticipate the severity<\/strong>, even with the alerts.<\/p>\n<p>As the search continues for more than <strong>20 missing girls<\/strong>\u2014swept away from a <strong>summer camp<\/strong> during the storm\u2014<strong>local leaders<\/strong> are insisting <strong>there was nothing more they could have done<\/strong>.<\/p>\n<p><strong>Rep. Chip Roy<\/strong>, speaking from Texas, said public scrutiny was expected: \u201cPeople are going to ask why and how. I understand that.
