But the <strong>first alert<\/strong> from the <strong>National Weather Service (NWS)<\/strong> had come <strong>3 hours and 21 minutes earlier<\/strong> \u2014 time that, if used, could have made a difference.<\/p>\n<p>&nbsp;<\/p>\n<p>At <strong>1:14 a.m.<\/strong>, the <strong>NWS<\/strong> issued its <strong>first flash flood warning<\/strong> for <strong>central Kerr County<\/strong>, stating that <strong>life-threatening flooding<\/strong> was either <strong>occurring or imminent<\/strong>. That alert should have reached <strong>phones<\/strong>, <strong>weather radios<\/strong> and <strong>emergency channels<\/strong> across the county. Still, by the time the <strong>first flooding reports<\/strong> came in from <strong>low-lying crossings<\/strong>, <strong>hours had passed<\/strong>, and <strong>emergency responses<\/strong> remained limited or delayed.<\/p>\n<p>&nbsp;<\/p>\n<p>Despite the <strong>NWS&#8217;s repeated updates<\/strong> and <strong>escalating alerts<\/strong>, it remains unclear how local officials responded. <strong>City leaders<\/strong> in <strong>Kerrville<\/strong> and <strong>county officials<\/strong> have <strong>not provided detailed timelines<\/strong> of their actions. Press conferences have largely focused on <strong>rescue efforts<\/strong>, leaving many questions about <strong>preparedness<\/strong> and <strong>communications<\/strong> unanswered.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u201cWe knew there was a flash flood warning,\u201d<\/strong> said <strong>Governor Greg Abbott<\/strong> on Tuesday. <strong>\u201cNo one would know that would be a 30-foot-high tsunami-ball of water.\u201d<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>By <strong>4:03 a.m.<\/strong>, the <strong>NWS<\/strong> escalated its alert to a <strong>flash flood emergency<\/strong>, a <strong>rare classification<\/strong> indicating a <strong>catastrophic and deadly flood event<\/strong> in <strong>south-central Kerr County<\/strong>. The <strong>Guadalupe River<\/strong> had already surged over <strong>14 feet<\/strong> in less than three hours. At <strong>5:34 a.m.<\/strong>, a <strong>second emergency alert<\/strong> was sent out for <strong>east-central Kerr County<\/strong>, warning of a <strong>\u201clarge and deadly flood wave.\u201d<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>But <strong>official warnings<\/strong> on platforms like the <strong>Kerr County Sheriff&#8217;s Office Facebook page<\/strong> only went live around the same time \u2014 well after the river had overtopped its banks near <strong>Hunt<\/strong> and was bearing down on <strong>Kerrville<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Communication gaps and unanswered calls<\/strong><\/p>\n<p>While <strong>NWS meteorologists<\/strong> confirm they tried to communicate directly with <strong>county leaders<\/strong> overnight, some of those calls reportedly went <strong>to voicemail<\/strong>. <strong>Kerrville\u2019s Mayor<\/strong>, <strong>Joe Herring<\/strong>, said he didn\u2019t learn about the flood until <strong>5:30 a.m.<\/strong>, when the <strong>city manager<\/strong> called to inform him that the <strong>downtown park<\/strong> \u2014 the planned site for <strong>July 4 festivities<\/strong> \u2014 was submerged.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u201cI wish to God there had been some way to warn them,\u201d<\/strong> said Herring, who lost two close friends \u2014 <strong>Jane Ragsdale<\/strong> and <strong>Dick Eastland<\/strong>, directors of two local summer camps \u2014 to the flooding.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>From flood watch to flood emergency<\/strong><\/p>\n<p>The first <strong>flood watch<\/strong> was issued <strong>Thursday at 1:18 p.m.<\/strong>, nearly <strong>12 hours<\/strong> before the flash flood warning. It covered a wide swath of <strong>Central Texas<\/strong>, including <strong>Kerr County<\/strong>. At that time, <strong>federal forecasters<\/strong> signaled that the <strong>conditions for flooding were in place<\/strong>, though specifics about rainfall intensity and location remained uncertain.<\/p>\n<p><strong>Alan Gerard<\/strong>, a former <strong>NOAA meteorologist<\/strong>, compared such events to <strong>tornado forecasting<\/strong>, saying: <strong>\u201cWe can tell you the conditions are favorable, but we can\u2019t tell you exactly how strong the tornado is going to be or whether or not it\u2019s going to hit your house.\u201d<\/strong><\/p>\n<p><strong>Kerr County<\/strong>, part of the <strong>Texas Hill Country<\/strong>, is known for <strong>rapid river rises<\/strong> due to its <strong>limestone terrain<\/strong>, which offers <strong>little water absorption<\/strong>. These natural features, combined with a <strong>significant drought<\/strong> and the sudden deluge, made for a <strong>volatile and deadly mix<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The silence before the wave<\/strong><\/p>\n<p>Some residents received the early alerts but didn\u2019t fully grasp the urgency. <strong>Valerie Peters<\/strong>, staying at <strong>Jellystone Park<\/strong>, muted her phone alerts and went back to bed, expecting just <strong>another rainy night<\/strong>. <strong>\u201cWe could have died,\u201d<\/strong> she later said. <strong>\u201cWe had no idea how serious this rain was.\u201d<\/strong><\/p>\n<p>Meteorologists call this the <strong>\u201clast mile\u201d problem<\/strong> \u2014 the critical gap between issuing forecasts and ensuring the right people receive and act on them. In <strong>Kerr County<\/strong>, it\u2019s still unclear <strong>who was monitoring warnings<\/strong> and whether <strong>emergency systems like CodeRED<\/strong> reached the most vulnerable.<\/p>\n<p>At <strong>6 a.m.<\/strong>, Mayor Herring said he received the <strong>only alert<\/strong> on his phone from the <strong>county\u2019s CodeRED system<\/strong>, hours after the first NWS message.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Devastation in Flash Flood Alley<\/strong><\/p>\n<p>The disaster unfolded in a region long known as <strong>\u201cFlash Flood Alley\u201d<\/strong>, especially vulnerable during <strong>holiday weekends<\/strong> when visitors crowd <strong>campgrounds and river parks<\/strong>.
