Subway service was gradually returning to normal after water poured into stations, submerged platforms, and halted trains across multiple lines Monday night.<\/p>\n<p>By dawn, the <strong>Metropolitan Transportation Authority<\/strong> had restored most subway, bus, and ferry operations, though delays and reroutes continued on several lines. <strong>NJ Transit<\/strong> and <strong>Amtrak<\/strong> also reported lingering service disruptions. Across <strong>Somerset<\/strong> and <strong>Middlesex Counties in New Jersey<\/strong>, entire sections of <strong>Route 22<\/strong> and <strong>Route 28<\/strong> remained closed in both directions as crews worked to clear debris and repair buckled pavement.<\/p>\n<p>The <strong>National Weather Service<\/strong> confirmed that <strong>2.64 inches (6.71 cm)<\/strong> of rain fell in <strong>Central Park<\/strong> on Monday, smashing the previous July 14 rainfall record of <strong>1.47 inches<\/strong>, set back in <strong>1908<\/strong>. Between <strong>6:51 and 7:51 p.m.<\/strong>, New York experienced its <strong>second wettest hour in recorded history<\/strong>, with <strong>2.07 inches (5.26 cm)<\/strong> falling in just 60 minutes. Only <strong>Hurricane Ida<\/strong> in 2021 dropped more rain in a single hour.<\/p>\n<h3><\/h3>\n<h3><strong>Subways overwhelmed by sudden flooding<\/strong><\/h3>\n<p>Subway riders captured dramatic video Monday evening as water gushed into stations from stairwells and ventilation grates. One clip showed a <strong>geyser of floodwater erupting inside the 28th Street station<\/strong> on the <strong>1 train<\/strong>, forcing commuters to scramble onto seats to avoid the rising water.<\/p>\n<p>According to <strong>Janno Lieber<\/strong>, chair of the M.T.A., the city\u2019s sewer system is designed to handle just <strong>1.75 inches (4.45 cm)<\/strong> of rain per hour \u2014 far below what fell during Monday&#8217;s downpour. The system simply couldn\u2019t keep up.<\/p>\n<p>&#8220;We pumped out millions of gallons overnight,&#8221; Lieber said. \u201cAnd that\u2019s becoming the new normal.\u201d<\/p>\n<p>Geophysicist <strong>Klaus Jacob<\/strong>, a professor emeritus at <strong>Columbia University<\/strong>, said the flooding goes beyond the M.T.A.&#8217;s control. &#8220;This is a drainage issue,&#8221; he noted. &#8220;Until the city and the M.T.A. address these problems together in a coordinated way, nothing will change.&#8221;<\/p>\n<h3><\/h3>\n<h3><strong>Airports, highways and neighborhoods hit hard<\/strong><\/h3>\n<p>At <strong>Newark Liberty International Airport<\/strong>, dozens of flights were delayed or canceled. Service also slowed at <strong>JFK<\/strong> and <strong>LaGuardia<\/strong>, and while operations resumed Tuesday, travelers were advised to check with airlines for updates.<\/p>\n<p>In <strong>New Jersey<\/strong>, neighborhoods like <strong>Scotch Plains<\/strong> bore the brunt of the storm. Streets were blanketed in brown sludge, rocks and tree limbs lay scattered, and tire tracks from stranded drivers marked suburban lawns. \u201cThe flood water was coming down like a river,\u201d said <strong>Vincent Losavio<\/strong>, owner of <strong>John\u2019s Meat Market<\/strong>, recalling similar events from the 1970s. \u201cThey keep building, but they don\u2019t fix the flooding.\u201d<\/p>\n<p>Further south, flash flood warnings remained active early Tuesday across <strong>Virginia<\/strong>, <strong>Maryland<\/strong>, and <strong>Washington, D.C.<\/strong>, where heavy rain was expected to continue through the morning. In <strong>Petersburg, Virginia<\/strong>, 50 residents were evacuated from an apartment complex after water swamped roads and damaged communications systems.<\/p>\n<h3><\/h3>\n<h3><strong>Ongoing risk of storms in the Mid-Atlantic<\/strong><\/h3>\n<p>While skies were clearing over New York by midmorning, the slow-moving system responsible for Monday\u2019s flooding was pushing into the <strong>Mid-Atlantic<\/strong>. The <strong>Weather Prediction Center<\/strong> issued a <strong>Level 2 out of 4 risk<\/strong> for <strong>excessive rainfall<\/strong> across <strong>Delaware<\/strong>, <strong>Maryland<\/strong>, <strong>Virginia<\/strong>, <strong>eastern West Virginia<\/strong>, <strong>western North Carolina<\/strong>, and <strong>northwestern South Carolina<\/strong>.<\/p>\n<p>Forecasters said some areas could see rainfall rates exceeding <strong>2 inches (5.08 cm)<\/strong> per hour. Flash flood watches remained in effect across much of the region.<\/p>\n<p>The <strong>Bronx River<\/strong> crested at <strong>3.7 feet (1.13 meters)<\/strong> early Tuesday before beginning to recede. In the <strong>New York City metro area<\/strong>, isolated showers and possible thunderstorms were still possible through the afternoon, especially near the coast.<\/p>\n<h3><strong>Climate change challenges city infrastructure<\/strong><\/h3>\n<p>Monday\u2019s storm renewed scrutiny of New York\u2019s aging infrastructure and its ability to cope with increasingly frequent extreme weather. Advocacy groups like <strong>Riders Alliance<\/strong> criticized the lack of investment in <strong>green infrastructure<\/strong>, which could help absorb excess rainwater and prevent subway flooding.<\/p>\n<p>\u201cThis keeps happening,\u201d said <strong>Danny Pearlstein<\/strong>, a Riders Alliance spokesperson. \u201cThe subway turns into a sewer system, while streets and homes flood. We need a serious plan.\u201d<\/p>\n<p>The <strong>M.T.A.<\/strong>, for its part, says it\u2019s seeking <strong>$6 billion<\/strong> in additional funding for coastal flood protection and stormwater improvements, including <strong>automated closures for subway vents<\/strong>, which currently must be shut manually before floods.<\/p>\n<h3><\/h3>\n<h3><strong>Looking ahead: more rain possible through Saturday<\/strong><\/h3>\n<p>Although the storm system is weakening, forecasters warned the region isn&#8217;t in the clear. The <strong>Northeast and Mid-Atlantic<\/strong> remain under an active weather pattern for the rest of the week.<\/p>\n<p>&#8220;The next threat targets <strong>New York into New England on Thursday<\/strong>,&#8221; said <strong>Joe Wegman<\/strong>, a meteorologist with the <strong>National Weather Service<\/strong>. &#8220;Then on <strong>Friday<\/strong>, it\u2019s back to <strong>D.C., Maryland, Virginia<\/strong>, and <strong>southern Pennsylvania<\/strong>.
